Why is that the Sunday masses at SS mulumba lawanson never ends on time according to schedule. At times it ends about 15 or 30 minutes late and at times even 45 minutes. Why is the church council or priest not following strictly to the time schedule for mass?

I guess it is because of the Nigerian factor called African time.

Too many announcement and lack of proper planning.

I think it is because of lack of discipline by people who give announcement and at times the priest celebrating the mass. If they organize their time right, it should end in time. I've attended mass there several times on Sunday and one thing I've found out is that it can be avoided if they just do things right. It's all about planning. The chief celebrant has the power to make it happen. One thing they could do is cut down the time they spend in doing sermon and also get more hands to help in distributing holy communion. They could also stop the choir from singing songs when he notices they are running behind schedule.
