I can afford to buy a PVR decoder but a friend of mine who already has it says he can't even watch the saved videos once his subscription expires and I thought those were always meant to be available irrespective of whether you are subscribed or not. So, I want an independent third party digital video recorder which I can use to record my DSTV programs so tha I can have access to them anytime I want. Is this possible? Is there a way to catch those videos and store them in a file that can easily be accessed even by my computer?

There is a device I saw on Aliexpress that allows one to record videos from cable tv decoder using a HDMI cable. It's called a HD Video Capture Recorder Box for XBOX One 360 PS3 WII VC002H-H36. It allows you to save video files to a flash drive. I think you'll need to first connect the video and audio output of the DSTV to the device before connecting to your TV. If you could also connect that output to any video recorder that could record in the required format using HDMI or AV ports, then you could as well record to the device's hard drive while your dstv is running the channel. It shouldn't b hard work. All you need is a video recorder that can connect to your DSTV decoder's video output.
